Satan's Governmental System
 in the First Earth Age

This is in the first earth age, notice the SEVEN CROWNS:
 
Revelation 12:3  
And there appeared another wonder in heaven; and behold a great red dragon, having seven heads and ten horns, and SEVEN CROWNS upon his heads.
 
7 heads & 10 horns & 7 crowns - Notice the crowns are on the HEADS in the first earth age.
 
Now we go to this earth age.  Compare with Revelation 13:1 
 
Revelation 13:1 
And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns TEN CROWNS, and upon his heads the name of blasphemy.
 
7 heads & 10 horns & 10 crowns - Notice the HORNS (kings) have the crowns in this earth age. where the HEADS have the crowns in the first earth age.
 
So we see that in the first earth age satan’s governmental system had seven heads with seven crowns and in this earth age ten horns with ten crowns. 
 
So we see that the horns (power as kings) had crowns, but in the first earth age the seven heads had the crowns.
